The special use for the facility was granted April 28, with the provision that it would terminate within 180 days if Bloom Holdings fails to get a license from the state. That deadline would come up Oct. 28. But the shutdown because of the coronavirus pandemic has wreaked havoc on Illinois’ license approval process, which has been delayed several times.
