Interest in establishing a medical cannabis dispensary in Moberly is growing with the legalization of medical marijuana throughout Missouri. Two people have already filed pre-applications for dispensary licenses in Moberly. Official applications for a dispensary license can be submitted from Aug. 3-17.
Connie Jacoby, owner of Wise Women Botanicals and Aroma Spa Wellness Center, submitted a pre-application for medical marijuana dispensary license in Moberly. She has ample space available at her current business on Highway 24 in Moberly, but a city ordinance passed in March mandates that Jacoby cannot set up a dispensary in or near her current businesses — at least not yet.
“I bought this complex to be able to expand if I needed to, but the bigger thing was to have a separate building for a dispensary and education center,” Jacoby said.
The ordinance restricts medical marijuana dispensaries to B-2 retail zones, which only exist in downtown Moberly. Part of the ordinance also reduced the distance a dispensary must be from a church or school from 1,000 to 100 feet.
The ordinance passed by the Moberly City Council and approved by the Planning and Zoning Commission isn’t set in stone, said City Manager Brian Crane. The ordinance was intended to drive more business downtown, but if a business outside of the B-2 zones is approved for a dispensary license, the owner could petition the city to allow their zone to be included in the ordinance, he said.
Jacoby has an ideal location along and highway, where other small communities around Moberly could have easier access, she said.
“I’m right on a highway, and we don’t have anything restricting us,” Jacoby said. “You don’t have to go through any kind of residential neighborhood to get here.”
