RAPID CITY, S.D.— The city has issued its first provisional license to a medical cannabis dispensary to Puffy’s at 3310 Cambell Street.

The provisional license allows the businesses to apply for a state license.

December 31 is the deadline for license applications. After that, registration certifications will not be issued until after January 1.

15 licenses will be issued by the city, with a lottery to determine who gets a license if there are more than 15 applicants.

“If we don’t have 15 applications and provisional licenses issued by the 31st, all those that get sent in will automatically be approved by the state,”  Finance Director Pauline Sumption explained. “As long as they meet the state requirements. And then after January 1, it’s all first-come, first-serve.”

Applicants and city officials alike are definitely feeling an urgency to get the applications finished by the December deadline.

However, the experience has actually been a very positive one, with both sides getting to know each other a little more.

“We’ve bonded with some of these applicants, because they want to do it right. This is very important for them,” Vicki Fisher, Rapid City’s Interim Communications Development Director said. “So they return to our office over and over again to ensure that they’re getting everything that we need. And it’s been a real positive experience for all of us.”

Should more than 15 applicants be in the running, businesses selected in the lottery will have 14 days to get their final license from the city.
